AN ACT Relating to medically accurate sexuality education programs; amending RCW 70.190.085 and 74.12.410; and adding a new section to chapter 28A.150 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON: [LB] Dangerous Bill --- Freedom of Speech and press violation Medical accuracy = political correctness This is Planned Parenthood effort to abort abstinence education including federally funded projects.
1. NEW SECTION. Sec. A new section is added to chapter 28A.150 RCW to read as follows: (1) All public schools that provide sexuality or abstinence education shall provide only medically and scientifically accurate information. [LB] Sounds good but who decides, this bill says Superintende of Public Instruction - eductors and Legislators (2) As used in this section, "medically and scientifically accurate information" means information that is: (a) Supported by the weight of research conducted in compliance with accepted scientific methods; [LB] "weight" so dissenting opinions aren't allowed. Why is it that insurance companies will allow payment for a second medical opinion. It means that medical folks DO NOT always agree. (b) Recognized as accurate and objective by leading professional organizations and agencies with relevant expertise in the field, such as the American college of obstetricians and gynecologists or the centers for disease control; and [LB] "leading professional organizations" Do they mean Planned Parenthood and SIECUS? They denied that HPV , human papialoma virus may cause in cervical cancer . Today American Academy of Family Physcians says, ASCUS (pronounced "ask-us") stands for atypical squamous cells of undetermined significance. These changes in the squamous cells of your cervix mean that the cells on your Pap smear were slightly abnormal. ASCUS may be caused by a vaginal infection or an infection with a virus called HPV (human papillomavirus, or wart virus). This information is based on research that the CDC published after 40 years of doctors doing pap smears to obtain early diagnosis of cervical cancer.
ACOG is a professional organization like the WEA it is not a research organization. They have historically opposed abstinence until marriage education. How can they be a source.?
CDC has been wrong on the HIV cause, effect and prevention more times than it has been accurate. Remember they said 1) it was only a gay disease, 2) they predicted that 10% of the US population would die from the disease before the year 2000 because 10% of us are gay, that the blood supply was safe, 3) that non-oxynal 9 spermicidal reduced HIV, 4) there was only one kind of HIV and 5) that condoms were nearly 100% effective in preventing the spread of AIDS. These “facts” were all wrong on of the above statements. How can they be the only authority? (c) Published in peer-reviewed journals, where appropriate. [LB] Footnotes are important. This is just a ploy. Peer review is also politically controlled. Read the statements at the front of each journal for the reviews and then check their affiliations. 2) Sec. RCW 70.190.085 and 1994 c 299 s 5 are each amended to read as follows: (1) The community network's plan may include funding for a student designed media and community campaign promoting sexual abstinence and addressing the importance of delaying sexual activity and pregnancy or male parenting until individuals are ready to nurture and support their children. Under the campaign, which shall be substantially designed and produced by students, the same messages shall be distributed in schools, through the media, and in the community where the campaign is targeted. [LB] This protects the OSPI program but no one reviews the extent that this program promotes abstinence until marriage which is state law and federal requirements. The Local school programs that are trying to do abstinence even under this program have very few resources. This would require them to seek approval and they already have local school board and human growth committees that oversee material content. The campaign shall require local private sector matching funds equal to state funds. Local private sector funds may include in-kind contributions of technical or other assistance from consultants or firms involved in public relations, advertising, broadcasting, and graphics or video production or other related fields. [LB] Schools don’t have to get matching funds from the schools. But community agencies do. Bigger government but small agencies, are required to take responsibility for state orcounty wide rates when they are given grants under $50,000. The campaign shall be evaluated using the outcomes required of community networks under this chapter, in particular reductions in the number or rate of teen pregnancies and teen male parentage over a three to five year period. (2) Any family planning information that is provided under this section and includes sexuality or abstinence education shall provide only medically and scientifically accurate information. As used in this section, "medically and scientifically accurate information" means information that is: [LB] What is the definition of family planning information. Needs a definition. Most abstinence education works with goal-setting and planning based on carrer choices and other personal factors. (a) Supported by the weight of research conducted in compliance with accepted scientific methods; (b) Recognized as accurate and objective by leading professional organizations and agencies with relevant expertise in the field, such as the American college of obstetricians and gynecologists or the centers for disease control; and (c) Published in peer-reviewed journals, where appropriate.
3) Sec. RCW 74.12.410 and 1997 c 58 s 601 are each amended to read as follows: (1)(a) At time of application or reassessment under this chapter the department shall offer or contract for family planning information and assistance, including alternatives to abortion, and any other available locally based teen pregnancy prevention programs, to prospective and current recipients of aid to families with dependent children. [LB] Then they will take the funds away and give them to another government agency, aid to families. Primary prevention is for the general population. This group is supposed to be diminishing. Planned Parenthood has an outpost in each office as a guest of the state of Washington so now they can get more funds for contacting the children of welfare recipients to offer them birth control. (b) Any plan that includes funding for a community campaign promoting sexual abstinence that is provided under this section shall provide only medically and scientifically accurate information. As used in this section, "medically and scientifically accurate information" means information that is: [LB] This includes private and federal government funds?? –Thought control (i) Supported by the weight of research conducted in compliance with accepted scientific methods; (ii) Recognized as accurate and objective by leading professional organizations and agencies with relevant expertise in the field, such as the American college of obstetricians and gynecologists or the centers for disease control; and (iii) Published in peer-reviewed journals, where appropriate. (2) The department shall work in cooperation with the superintendent of public instruction to reduce the rate of illegitimate births and abortions in Washington state. [LB] Educators are not experts on medical accuracy and the weight of this censorship will be costly. (3) The department of health shall maximize federal funding by timely application for federal funds available under P.L. 104-193 and Title V of the federal social security act, 42 U.S.C. 701 et seq., as amended, for the establishment of qualifying abstinence education and motivation programs. The department of health shall contract, by competitive bid, with entities qualified to provide abstinence education and motivation programs in the state. (4) The department of health shall seek and accept local matching funds to the maximum extent allowable from qualified abstinence education and motivation programs. [LB] Why don’t we ask to see the results of what they used the last $4million plus dollars on over the last four years. Did they give it out to communities state-wide except for the OSPI media program, No not really. What impact did they have? A great deal of funding went to evaluations. So what quantifiable data did they get? Will it be published in peer review journals? (5)(a) For purposes of this section, "qualifying abstinence education and motivation programs" are those bidders with experience in the conduct of the types of abstinence education and motivation programs set forth in Title V of the federal social security act, 42 U.S.C. Sec. 701 et seq., as amended. (b) The application for federal funds, contracting for abstinence education and motivation programs and performance of contracts under this section are subject to review and oversight by a joint committee of the legislature, composed of four legislative members, appointed by each of the two caucuses in each house. [LB] The previous committee met once and the department gave no findings, did not get back to the legislators and did not report as they were directed. Will the legislators determine medically accuracy? Will the legislators be able to rewrite the request for proposal that were so poorly written before? Will they really have oversight or will they just get a report?
--- END --- [LB] OPPOSE THIS BILL A bill needs to be drafted that would allow the funding to come to the state but previous performance and compliance with ALL of the federal abstinence definition components should be reviewed before funds are allowed to be poured into departments that ignore the federal guidelines.
